Looks like a wheel to balance the weight
Guessing its used to to move boats around in the yard
Dont think this can go on a boat ramp

Ya, there was another pic that shows the wheel better. Using it to move boats around does seem like a way better idea than trying to actually put that anywhere near a boat ramp.
